Abstract

|
We live in the modern society, which is especially characterized as ‘Risk Society’: We live with the modern risk. It is so huge and wide, that we should try to know how to deal with. It has two sides: benefit and harm. Besides it is related with the decision and the responsibility. The former part of this article deals with the general character of the modern risk: benefit, harm, decision, responsibility.
The latter part of this article deals with the risk of the modern biotechnology research and the IRB(Institutional Review Board). The modern biotechnology research has not only the possibility of the benefit, but also that of the harm. The IRB should estimate the risk of the modern biotechnology, and take possibile steps to reduce it. With the decision of the IRB, it takes the responsibility at the same time.
It is very important to know the relationship between the risk und the norm. The theme ‘the risk of the modern biotechnology research and the IRB’, with which this article deal, is one example of the important problem, how the modern norm responds to the modern risk.
